Precinct 2 - Commissioner

I am Robert Goodspeed, and I want to serve as your next Precinct 2 County Commissioner. I am not a career politician. I have never held an elected office. Since I have served on boards and currently serve on the Waller County Child Welfare Board, I am confident that I can bring something I believe matters more: real-world experience, strong principles, and a deep commitment to this county and its taxpayers. I’m a proud conservative Republican and an unapologetic Christian who believes in limited government and personal responsibility.

My wife, Julie, and I have been married for 37 years. We are proud parents of two grown boys whom we raised to be respectful citizens. We encouraged them both to work hard to achieve their goals. They both achieved the rank of Eagle Scout, and both chose to attend Texas A&M and earn engineering & geology degrees and I am proud to add that they are Aggies to the core. My wife and I have been blessed with two granddaughters. I say this because family is my bedrock, and it’s it is that same dedication I will bring to serving you and this county.

I have worked most of my career in the construction industry. Most recently as a construction inspector with the Waller County Road and Bridge Department. My job position has given me an up-close look at how this county operates: its roads, its drainage, its growth and internal workings. Every day I work to protect your tax dollars by holding developers & contractors accountable, to make sure new roads and drainage meet the highest standards. I’ve saved Waller County tens of thousands by enforcing county standards and mandating quality work of developers and contractors. Let me be clear: I don’t speak for the county or the department. I speak for myself and for you, the hardworking taxpayers.

In 2024, I wrote the Waller County Road Acceptance Guide, a common-sense plan to ensure our roads are built and accepted to a high standard, built to last, and built for us. In recent years, I have inspected over 50 miles of newly constructed roads, always advocating for improvements that respect your money and our community. I have accomplished all that I could in my role, but it is limited. By stepping up, I believe I can achieve more as your Commissioner.

Research data indicates that Waller County is growing rapidly as shown in public records. Commissioners Court meetings show that 50 new subdivisions and upwards of 70,000 residential lots are currently in the works, resulting in potentially 200,000 or more new residents in the next five years. Our roads were built decades ago for a rural county, not a booming one. They are straining, and we are playing catch-up.

The county has added staff to help, but our road maintenance and construction budgets are stretched thin. We are at a turning point. Growth is inevitable. We can manage it with fiscal responsibility. We can make intelligent, conservative choices to keep Waller County strong yet preserving our "Country Feel".

Too often we have allowed developers to call the shots, leaving us with subdivisions, developments and drainage that do not reflect our rural and country needs. I believe that we need tougher rules, higher standards rooted in accountability so that growth benefits us, the tax paying residents of our county, not big developers. I am not against progress, but it must not come at the expense of our rural heritage, our tight-knit community, or our way of life and not to mention, our beautiful landscape and majestic trees. I believe that we can protect those values while planning ahead and making choices that will mold new development in a way that reflects our County’s needs and wants.

If I am your Commissioner, I will advocate for a stronger road budget because we can not keep kicking the can down the road. I will demand quality from developers and continue to hold them accountable. I will work to cut the County mandated red tape on residents, property owners and small business owners in Waller County, making it easier and more affordable to improve their land without government overreach standing in their way. Lastly, I will push diligently for more law enforcement, dispatch and equipment in order to maintain the low crime lifestyle that we have become accustomed to.

Waller County is at a crossroads. With my experience, years of groundwork, problem-solving, and a taxpayer-first mindset, I believe I can help us thrive. Growth doesn’t have to mean losing what we love about this place. I am asking you for the chance to work for you, for us, to build a future that respects our rural roots and embraces opportunity, all while keeping the government in check.
